Go to an auto parts store and ask to see a cabin air filter for your 1999 4 Runner. IF there is one the instructions are in the same box with the air filter. My 2003 4 Runner has the instructions in the owners manual and they also came with the new air filter.

It's easy: on the 2007, 2008, 2009 Tundra and the 2003 4 Runner are all in the same place. I suspect it's the same on most Tundras and 4 Runners
It is behind the lower glove box. Just open glove box disconnect the little piston rod on the right side then squeeze in the side supports so the glove box will open way down. The cabin filter it right behind the glove box. You will see a snap on door that covers the filter. Pull it off and slide out the filter.

Tundra's do not have cabin air filters ----------------------- The Cabin air filter is behind the Glove box. It the same for the 2003 Toyota 4 Runner and the Tundra. It's simple to change. The instructions come with a new "Cabin air Filter" I just changed the one in the 03 4 Runner and 08 Tundra and it only took 5 minuets each.

The cabin air filter is located behind the glove box, you will have to remove the glove box, behind the glove box is a cover about 1" high and 7" long, remove that cover and you will see a tray that holds the cabin air filter, remove the tray and you can replace the paper cabin air filter, I recomend using a Toyota cabin air filter, the Toyota cabin air filter is a HEPA air filter and is available at any Toyota dealer for about $ 30
