i have a 98 eclipse and am watching my boyfriend replace the heater motor right now. he just had to wriggle around and get it out, he said taking out the glovebox would not make it any easier. there are only 4 screws- 3 in the motor and the 4th is holding a little electronic box that has to come out to get to it. one screw is proving very difficult to get back in- (it was hard to get to get out as well). he is trying to devise a tool/method to get it re-fitted.

Answer: Yes, they are one unit, once the unit is removed, you can replace the regulator or the motor.
It could be a fuse, relay, or the motor. Start checking for voltage at the motor and work your way to the fuse pannel.
You will have to replace the entire motor mount.
All 98 Paseos were fitted with 5EFE engine apart from convertible auto which had a 4EFE

right behind the harmonic balancer.... has 2 bolts into the motor and 3 wires that go into the motor and out of the side with the connector
passenger compartment fuse box #7 it is 20A fuse. center column, 3rd from the top.

its a huge pain in the buttt but u have to take off the serpentine off also and then u gotta loosen the bolts on the alternater so u can move that around too
