The Vacuum switching valve controls the EGR Valve.
The VSV is located on the intake manifold side of the emission control valve set.

Switching valve for EGR (4 cylinder model) is located on the side of the engine facing the firewall it's next to the knock sensor. It's hard to access, if you want to replace you need to jack up your car and do that from underneath the car.

Mark all hoses before disconnecting it after that disconnect them. Remove the valve. Install a new one, connect the hoses according the marking. PS: you might have to reset the computer, it's recommended every time you change one or more sensors, electric valves and so on.

There are many reasons for that. It's better to start from the spark plugs and spark plug wires. Check the EGR valve, and EGR vacuum switching valve. Make sure that you do not have gas leak.
