First you have to figure out if it a ad switch, bad regulator or bad electric motor. After proper diagnosis replace the part at fault.

It's in the gas tank, you might be able to replace it without taking the tank down.
To replace your window, you need to have the window rolled up. On the regulator(that is the little arm that connects to the metal peice on the bottom of the window) is 11mm bolts. If you take those four bolts out, the metal sleeve on the bottom will come off. Clean out the old silicon. Put in new. Replace bolts.
