i pushed in on little white tabs on the inside with a pen and it released it to come out of the front. There is one on each side.

Ok. I just got mine removed today. Please note that, I have an Elantra VE 2002 purchased in Canada so there might be some differences with your vehicule. If I could place a picture of the lighter in here, it would be, for sure, much simpler for you to figure out the whole thing. But I have only my wording to explain this. If your model of cigarette lighter has an illuminated ring around the lighter then there are two possibilities.
First the lighter along with the white ring can both be removed at once. Or, just the metallic ring part (the interior one) can be removed only, leaving the plastic ring in place. They can only be pulled outward. No need to push on them. I find it best to remove the metallic sleeve only and leaving the plastic in place since this plastic part has a small casing fixed on it in order to shed the small internal light. This casing makes it difficult to remove the lighter assembly from the dash's hole.
The metallic ring is actually the border of an inside sleeve that need to be detached from the plastic ring, which is white in color. This metallic sleeve is about one inch and a half in length.
So the metallic sleeve is attached to the plastic one but this plastic sleeve is itself attached to the frame of the dash.
From the inside, look for the two small rectangles holes on each side. You need to push the white little plastic completely out of these holes one after the other with a flat screwdriver. The small casing that shed the white light is seated just above one of these two rectangles holes. Mine was the one on the right side. If this casing detach from it's place, it's ok since you can put it back in place later. Also, you need to pick something from inside this metallic sleeve to pry on and pull it outward. Don't worry if you break something inside since you are on your way to replace it, right? When you get the sleeve moving, be careful because the three wires fixed to it are pretty short, giving you no more then about one inch of play. From there, remain the wires to disconnect from under the sleeve and you're done.

To replace the cigarette lighter in Hyundai Elantra you need to contact the manufacturer.

Remove the retaining ring on the top of the cigarette lighter assembly. Pull the cigarette lighter assembly out and remove the wiring harness from the back of the assembly. Reverse the process to install the new cigarette lighter assembly.

In the 03 its to the right of the stering wheel behind the little flip box, but mine is still messed up had no fuse problems. No idea whaat to try next

In the dash behind the passenger door. Look for a small panel when you open the passenger door. I think the lighter fuse is fuse #1
