This is pretty direct. From inside the trunk, pull the carpeting away from the tail lamp housing. The bulbs are held in place by twist out/in sockets. Twist the socket and remove it from the housing. Pull the old bulb out and throw away. Put in a new bulb and screw the socket back into place. Turn the ignition on and check the turn signal. Replace the carpeting and you're done!

You need to replace the failed TURN SIGNAL lamp. Select turn signal selector to direction which flashes fast then check which exterior light is out. Go to any auto parts store. The light usually costs under $5 and can be replaced easily.
Turn on the hazard switch (emergency blinkers). You should hear it under the dashboard on the drivers side. The emergency blinker and turn signal are each controlled by a different relay but the relays look alike. Once you've located the emergency blinker relay, the turn signal relay is nearby.
I think I'd replace the turn signal flasher. It's just a little bi-metal switch and can go bad easily.

you should be able to buy the pigtail either at a parts store or the dealer. Otherwise you can get one from a junkyard fairly cheap and replace the bad one.
If you mean just the bulb, they are accessed from the trunk. Pull the carpet away from the back of the car and untwist the bulb holder. Replace the bulb and screw the holder back in.
