First of all you will half to get under the car, remove the plastic covers (black plastic pinned in) then it is pretty easy, you just have to twist the plastic unit that is part of the bulb, go to the shop, buy a new one and pop it back in.

You left out two key pieces of information. What year Outback and which wiper motor. If you are planning on working on your car yourself you should get the service manual for the specific model and year. These are available on eBay for under $10 in Adobe Acrobat .pdf format. Well worth the investment.

By fuel light, I assume you are asking if there is a low fuel warning light. I believe that all years have a low fuel warning light, yes. Your owner's manual has this information.
