normally it would be in your fusebox, and typically there is no separate fuse per window. if you are having a problem with your window not rolling down a very common problem would be a broken wire in the door especially if you live in a colder climate area.

The 1998 Mercury power window relay switch can be found below the dashboard. The relay switch will be on the drivers side of the dashboard.
The 1997 Mercury Mountaineer power window fuse will be the number seven fuse. The number seven fuse will be in the first column, third from the bottom.

The washer fluid for the liftgate is supplied by the same reservoir as the windshield
for the window it seems like you need to check the fuse, or maybe you need a new switch on that side. Also make sure that you do not have the windows on lock, cause I've done that once. When my window would not come back up it was the switch in the drivers door that went bad. Good luck
Just use a flat head screw driver to pry it off.
You can check the transmission fluid, there is a little window on the side of the transmission on the drivers side that shows the fluid level and you can also add transmission fluid on that same side. There is no dipstick to check the level.
Check the power window fuses and the relay first. If all of the windows do not work then it is a power problem with the whole window system.
