pull off the face of the dash you can see the seam around it . and i mean pull it is held on with clips start on lef side and work your way around . you will have to put the shifter in low. depress clip and pull off wiring. open clip and switch comes off the back knobs and all
if you just pull on it real hard it should just pop out
If you have to hold the headlight switch out to keep the lights on, then the switch itself is bad. The switch should be a fairly easy part to replace.
The headlight circuit breaker is intergrated with the headlight switch.

Pull the headlight switch knob when it is in the headlight 'on' position. This turns on the fog lights.
