Open the glass hatch which will expose the screws holding the taillight housing to the pillar. Remove the screws - pull the lens away from the pillar exposing the back of the bulb socket and wires. turn the bulb socket slightly and remove the socket. Remove and replace the bulb. Re-assembly is the reverse of removal.

The light assy has to be removed to take the bulbs out.
Normally it means the brake master cylinder is low of fluid. But it can indicate another problem.
It means the light bulb(s) on the rear break lights have gone out and your rear break lights do not come on when you depress the brake pedal. Just replace both rear break lights and the sensor will go off. This happened on my 2002 Honda Accord.
