What do you do if your serpentine belt is whistling on a 2005 Silverado?

You need to take the belt off, and spin all the pulleys by hand and you should not be able to hear them turning. If you can then replace the one's that you hear because the bearings are bad in them. If they are all good then replace the belt. But I'm sure you will find a bad pulley somewhere.

What does it mean when there is a clunking sound coming from whhel that turns belts in the engine?

I'm assuming you mean a pulley, which is what the belts run on. If so, depending on which pulley the bearings could be bad or if it is the crankshaft pulley (big pulley near the bottom) the rubber could be getting bad.
