If I'm not mistaken, the brake lights and the shift lock cicuit is protected by the same fuse, so if the brake lights are out, replace the fuse.
On a 2004 Lincoln Navigator : Starting on ( page 244 ) of the Owner Guide it explains the Brake Shift Interlock and what to do if you cannot shift out of PARK ( you've already done that ) Check to see if the brake lights are working , or it is possible that the fuse for the Brake Shift Interlock has blown and is no good

not sure but min may be going out seems to jerk to 3rd gear ....is that what your is doing? It's inside your transmission. To replace the solenoids, you need to do a trans rebuild and is usually not worth it. Most likely you'll need a rebuild trans.

5A. Stop Lamp Switch, (Speed Control, Brake Shift Interlock, ABS, PCM Module Inputs), GEM Module, Autolock, Air Suspension Module.

If ALL the wires are GOOD from the actuator to the transfur case, Then replace the electric switch that is screwed into the top side of the transfur case. That will fix your problem.
