It turns out the headlight switch is not a serviceable part on the Subaru Forester. Instead, the entire turn signal lever must be replaced (a $100 part). A brief description of how to replace the turn signal lever follows: First, remove the steering column cover. There are three screws underneath - remove those. Then release the steering column adjustment lever and leave it down. The bottom part of the steering column cover unsnaps from the top part and you should be able to remove it easily. The top part of the steering column cover can just stay there and be moved as necessary to gain access to screws. Next, remove two screws where the turn signal lever assembly attaches to the steering column. Remove the electrical harness and the turn signal lever assembly should just pull straight out. Reverse the process to put in the new turn signal lever assembly.

The problem is caused by the headlight switch in the turn signal lever. The headlight switch loosens over time and causes electrical shorts which make the headlight go out when the switch is jiggled. This happens most commonly when indicating in either direction. The fix is to replace the turn signal lever. The lever is approximately $100 and can be easily replaced at home. Unscrew 3 screws on the bottom of the steering wheel column cover. Push the steering wheel height adjustment lever all the way down to remove the cover. The turn signal lever can then be removed by removing the electrical harness and unscrewing the two screws that secure it to the steering column. Reverse the process to put in the new turn signal lever.
