Pull the turn signal lever towards you until it clicks, then let it go.

With the lights on pull on the turn signal lever. High beams should come on. Pull again and they should go off.
It may be the turn signal switch located under the horn in the steering wheel. Try holding up the turn signal lever with your left hand and apply the brake. See if that helps.

I have a 94 with same problem - on mine the back window (upper) works, but not the ones in tail. Problem is in the combo switch on the turn signal lever. Try wiggleing the lever while applying the brake peddle and see if they come on. If they do be aware they won't work all the time until the switch is replaced.

This is what I have had to do for my 94 cutlass supreme. Hold the hood release wire lever open from inside the car with a something - a screwdriver or some such thing. Then just pull up on the hood and voila, it releases the latch.
It turns out the headlight switch is not a serviceable part on the Subaru Forester. Instead, the entire turn signal lever must be replaced (a $100 part). A brief description of how to replace the turn signal lever follows: First, remove the steering column cover. There are three screws underneath - remove those. Then release the steering column adjustment lever and leave it down. The bottom part of the steering column cover unsnaps from the top part and you should be able to remove it easily. The top part of the steering column cover can just stay there and be moved as necessary to gain access to screws. Next, remove two screws where the turn signal lever assembly attaches to the steering column. Remove the electrical harness and the turn signal lever assembly should just pull straight out. Reverse the process to put in the new turn signal lever assembly.
