Your question is a little unclear. If the EGR valave is in place and the hoses are connected, test the vacuum by removing the hose from the EGR. I have found in a number of cases the EGR valve was actually operating properly but the port through the valve were plugged with carbon or the manifold it was attached to. A while back I discovered this on a dodge mini van 2.6 mitsubishi engine. Turns out it was a common problem for this vehicle. Vacuum hose is faily cheap, if it appears you have a leak, replace the hose?
I have the same problem with my truck, It notorious... You have a stuck EGR valve.. Replace the EGR valve and it should work fine.
