remove the two nuts holding the master cylinder on the power brake booster
sway bar must be disconnected so you can move it out of the way
The brake booster on a 1990 Honda Civic is held in place with several mounting bolts and the brake master cylinder. Remove all the mounting bolts, vacuum lines and the master cylinder. Go underneath the dash and remove the plunger from the brake pedal. The booster will fall out. Replace the unit.

You replace the fuel rail. Check for a recall
You have to replace the master cylinder because the fluid that leaks from it is getting into the brake booster and compromising the seals. So you can probably get away with the booster and cylinder. Unless the ABS unit is a part of the either of the affected parts, or isn't working properly, you can leave it alone. I have to replace these same two parts on my 2003 Intrepid, so you aren't alone. These should also be remanufactured parts at the very least. Used parts are not a good idea when it comes to brakes. Your life and those of others are far too valuable when compared to any savings from used parts. I realize that I may be preaching to the choir as well.

Jack up the Concord. Remove the wheel. Unbolt the brake caliper and swing it out of the way. Remove the dust cover for the axle nut. Remove the nut and slide the hub off. Replace the bearings and reinstall.
Disconnect the brake lines Remove mounting bolts - pull master cylinder out of booster REMEMBER TO BENCH BLEED NEW CYLINDER PRIOR TO INSTALLATION
