Anyone with a screwdriver can do it.
Empty your glove box. Then squeeze the sides together to allow the glovebox to swing out and down out of the way. Now you should see a small module with a 5-wire harness connected to the left side and a 2-wire harness connected to its right side. Disconnect these harnesses, then remove the two screws that retain the module. Pull it out, put the new one in, screw it into place, reconnect the wiring and close the glove box. Check the blower on all speeds. Done.
The front blower resistor on a 98 Dodge Caravan is replaced by removing the cover and disconnecting the wiring harness. The resistor can then be pulled and a new one put in its place.

The resistor block or blower motor resistor is used to control the speed of the blower motor. That is how you get the lower speeds on your air conditioning or heater. The higher the resistance the lower the speed of the motor.
Because it needs a new blower motor resistor.
