The flasher is broken. It is located inside the hazard switch and easy to replace. The switch is about $30 from the dealership and takes 10 minutes to replace.
No This is not easy. It is easier to replace the signal light switch assembly
Remove the wiring harness from the back of your 1997 Ford Crown Victoria hazard lights switch. Remove the hazard light switch retaining screws. Reverse the process to install your new hazard light switch.

i had the same problem. you need to replace the switch behind the hazard light button and that will solve the problem.
This seems to be a cammon fault with VW/Audi cars. U will need to replace the hazard light switch mechanism which contains the switching contacts. I had to replace same in my last cars (VW/Audi)
remove trim plate around switch,take out screws holding switch in,remove wires then replace in reverse order!!
Have you ever stepped on the brake when the flashers are flashing and see how they stop flashing? So yes the circuit does go thru the flasher, so replace that and see.

The hazard switch is located on the button itself. In a 1999 Honda Civic find the hazard button, which is located on the dashboard.
in my 2001 A4, it was the hazard light switch that had to be replaced. maybe thaqt's your issue also
