Disconnect battery. Remove bottom dash under steering column. Remove top and bottom casing around column. (I had to remove the ignition ring and wiggle the bottom off by adjusting the tilt.)
unscrew the 3-5 screws securing the switch and unplug. swap with new. Be careful if you have airbags... I've seen other solutions for this saying to remove the steering column. It's not necessary and is dangerous if airbags are present.

You have to remove the headlight which has 3 bolts(10mm socket&wrench) on top of it.
If I remember correctly, the 96 I used to have had the headlight switch at the end of the turn signal lever, and the 95 should have the same setup.

Check the back of the headlight switch. They had a problem with the electrical plug to the switch melting down due to high resistance (poor connections).
I had the same problem with my 95 cabrio. It is probably the turn signal switch or the headlight switch. We had to replace after changing the lights and the fuse with no success.

More that likely the headlight switch is bad. Turn your headlights on and when they start to flicker tap on the headlight switch real fast. If they flicker to you tapping on the switch, that's the problem. They had problems with that switch around that year. It's a pretty cheap fix and you can do it your self quickly. Can also be a sign of a failing alternator.

It's probably time to replace your headlight switch. Had a similar problem on my '95. A new switch fixed her right up.
