I had to change the ignition switch on my 89 Cadillac eldorado and belive me it is lots of work!! you need some special tools for taking out the sterring wheel and one for puting it back in. The dimmer switch is on the dashboard just to the right hand side of the steering wheel
The B.O.O. switch or Brake On/Off switch is located at the top of the brake pedal assemble.
In my case it was the ignition switch itself had overheated and seized up. Replace the switch (have to lower the column, disconnect the wiring plug from the switch, and remove/replace the switch.) Clean all connections to the switch, make sure they're connected solidly and not heating up again.
On top of the steering column, behind the dash.
you unscrew it from the steering colum but the real question is WHERE DO YOU BUY AN "UPPER IGNITION ACTUATOR"?

you have a short or disconnected wire in the switch. you may need to replace your ignition switch. i have a 89 jeep and it was doin the same thing: it was the ignition module If one of the wires gets disconnected from the ballast resistor it will do the same thing.
the thick cable goes to the battery positive terminal . one thin wire goes to ignition switch
I have an 89 f-150. There is a hole just underneath where you insert your key. Put your key in. Us a pin or something to press in the hole and the entire ignition switch will slide out. Beware that i found that tumblers weren't my problem. There is a metal rod that runs down the steering column that gets pushed as you turn the ignition. My rod was bent preventing the ignition from turning. Nothing wrong with my tumblers.
