you have a short or disconnected wire in the switch. you may need to replace your ignition switch. i have a 89 Jeep and it was doin the same thing: it was the ignition module If one of the wires gets disconnected from the ballast resistor it will do the same thing.
It is not supposed to be on when engine is running unless there is a problem.
There is no such thing as a Cherokee with a 8 cycl unless its a grand Cherokee
You need a new battery. The same exact problem just happened to me in my 2002 jeep grand cherokee. The computer in the vehicle wont let it run unless it is getting a high amount of voltage from the battery. When you replace the battery, the problem should be fixed.
Just leave it on, unless you are towing a load in the city or in a mountainous area.

It's possible that the wiper switch is bad, but most likely it's the wiper motor itself. Wiper motors have an internal switch that only turns off when both the manual switch is turned off AND the wiper blade is in the park position. If the wiper motor cannot sense that it has hit the park position, it will run continuously.
Your check engine light will not come on in the auxilary (accesory) position. It comes on when the key is in the on (run) position to check the warning lights just before you start the vehicle.
About 2 seconds after key on, the asd relay shuts off it the computer doesn't see a crank sensor signal. So unless the engine is running or cranking the coil supply volts will turn off.
Make sure that the switch on the top of the steering column in turned off. That controls the running lights on the car. FYI that switch is basically used if you are pulled over somewhere and don't need help but yet you need your lights on and still need to take your keys.
