You do not clean a fuel filter you just replace it.
It should not hurt it but it will fowl the spark plug if heavy oil mix. To fix the problem drain gas out of the lawnmower and refill with good fuel and clean or replace spark plug. It will probably make smoke for a little bit but that should fix it.

Turn off fuel, remove spark plug/s crank motor a few times, clean plug/s and replace. That should clean out the cylinder/s. Should start.
what are you trying to measure and with what type of meter? generally we check the module with a spark tester. if there is no spark with the spark tester we check the kill wires and any safety switches that may cause a no spark issue and if all that still shows no spark then we replace the module.

Has it got perol getting to the carb? If not put fuel in it, check pipes for blockages. Is there air getting to the mix? check air filter If there strong a spark at the spark plug? if not clean/replace spark plug, consider battery charge. Check carb jets are clean.
A good lawn mower spark plug will have just a small amount of brown deposit. In addition, the gap will be very close.
Start by checking your spark if you don't have spark check the spark plug. If the spark plug is ok then check your flywheel - It may have rust on it. Clean it up and clean up your coil and see if you have spark. If you still don't have spark change your coil. If it has spark and no fuel - clean your carb.
