Dodge Spirits don't have block heaters... block heaters are devices that you plug an electric cord to and plug it to an outlet to keep either the coolant or engine oil warm for better start... there isn't any block heaters on Dodge Spirits
My wifes Spirit does !Canadian 93 Spirits have a block heater as standard ! Even has a parking clip under hood for the plug during summer to stop it swinging and rubbing paint work. It is on the rear face of the cylinder block; loosen BUT DO NOT REMOVE center screw, then wriggle the element out; it is bent at 90 degrees. If you undo the screw too far the inside clamp falls off and may work it's way into water pump or b;ock a water passage. ( Bin there, done that and fished it out with needle nose pliers but made me sweat ! )

Probably a bad thermostat - stuck open so the water temperature in the engine block doesn't get hot enough to make the heater warm.
On eBay or Ryder Fleet Service about $20. The heater is in the block but Dodge doesn't include the cord..

The Dodge Sprinter did not come out until 2002. The heater is an add on option that is installed in a freeze plug on the passenger side of the block.
