i am not to shure about a 99, take the glove compartment off and it might be behing there. The filter is under a plastic shroud beneath the passenger side wiper. To replace: With ignition on, but engine not running, turn on wipers then shut off ignition when wipers are 'up' and out of their parked position. Open hood. Partially remove passenger side weatherstrip slightly below passenger side wiper at plasitc air intake shroud. Remove center retaining screw which secures the plastic shroud assembly. Remove the large plastic retaining 'screw' on the passenger side of the shroud. Lift out the passenger side of the shroud. Look down inside the frame and you'll see the filter. Pull it out. Installation is reverse of removal.

If water is leaking from the cabin air filter on a Buick Century then the seal must be replaced. Replacing the seal requires removing the glove box to reach the cabin filter. Once done, the seal can safely be replaced.
I don't believe you have one on that model; however, do check with a buick dealer and if they show one, have them show you its location.
