Gas door is on the deck lid.
On the floor, next to the driver's side door, there is a release latch, pull it toward you.
There is not speedometer cable on a 1996 Honda Civic. There is a throttle cable. Top replace this unhook it from the throttle body and gas pedal. Hook on the new cable to snake it through the firewall. Properly hook the throttle cable to the gas pedal and throttle body.
If the central locking isn't working, there is a pull cord in the boot that will release the lock on the petrol flap.

Find the place where the cable runs from the opener to the door. check if its broke somewhere. You can also pull on the cable at the door itself and see if it will open.
Check the cable make sure it moves also try to open the throttle body flap by hand make sure its not stuck
I have the same problem with my 93 jeep grand cherokee. I done some research and found that I had to buy the whole cable just because my plastic "stopper" broke to keep the door closed. The part would cost $150 + shipping and handling, and supposedely came with instructions on how to replace it

On mine, it was not a fuse, it was a broken cable. I could hear the electric motor engage. Unsure of which fuse if you do not hear the motor. You can reach under the trim panel, locate the cable, and pull on it to manually release the fuel door.
you replace the spring inside the gas cap that pushes the door open
Open the trunk, reach into the wheel well on the drivers side. You will find a cable that leads to the fuel lid. At the end of the cable you will be able to feel two plastic tabs, grab them and rotate 1/4 turn. The cable will now pop out and the door will pop open. good luck
