pull out on the knob and turn it till you see the little groove look in there, you will see i clip, which you will need a small flat head screwdriver pull back on the clip while pulling on the knob it should come right off.. then look up under the top of the dash you will see 2 screws take those 2 screws out then the whole piece should pop right out. there a nut that fasten the swith to that metal there..losen that nut and take it off then the whole switch can be taken out through the side you will know what to do when you get the dash cover off..good luck

It is possible that the headlight door wiring is degraded to the point of not working. After nearly 50 years, it could be time to replace the wiring harness.
It's grounded on the front of the Mercury Cougar frame next to the headlight assembly.
