The fog lights on MkI and MkII Honda CRV models are mounted into the front bumper and to gain access you have to remove the bumper. If only replacing one side you can leave the fittings on the other side intact and just slide the bumper out enough to gain access to the rear. The fog light is a robust aluminium unit that is totally waterproof. You will have to remove just 4 self tapping screws and disconnect the wiring and the unit will come out from the back of the bumper. Then there is one screw next to the beam adjustment screw that you remove. The adjustment plate will then pivot and come away leaving you access to the 5 screws that hold the rear plate on the unit. Remove these and the plate and you will reveal the bulb held in by the standard spring wire clip. As usual re-assembly is the reverse.

To change the front signal light bulb on the 1999 Honda CRV, pry up the fender fastener to expose the bulb socket. Twist the bulb socket 90 degrees and remove from the assembly. Turn the burnt bulb counterclockwise and pull out. Replace with new bulb.
