ANSWERYes that is where it is located and im sure most fuel filters are easy to replace, but it is not as simple as un-bolting and then just put another one on.. If that were the case i would be rich. The thing is, if your fuel filter is like the one we are replacing, you have to unbolt it, true, but you need a prayer to get it out of the holder it is in, especially if it is plastic like this one...

look under the truck on the drivers side by the rear tire up between the frame rail and the body you will see the fuel line and it will go into the the fuel filter then you just unbolt the two bolts and put another one on. open the fuel cap to get rid of the pressure, some gas will still come out and probably on top of you
