How do you replace the fuel filter located on a 1999 Ford Ranger?

The fuel filter in a '99 Ranger lies just about under the driver seat. It is in a clip inside part of the vehicle's frame. The filter has about a two inch radius and looks sort of like a small tomato paste can with two tubes each about 2.5" long coming from either end. These tubes enter the fuel line.
Pull the passenger side kick panel off. There is a small unit at the back of the foot space. There is a small red button that is just visible. Take a small flat screw driver and gently push this button up. Remove your gas cap. Turn your key and run the starter for about 15 or 20 seconds. This will releave pressure in the fuel lines and really reduce the amount of gas that will piyr down your arms and into your face when you disconnect the filter.
Carefully pull the filter (still attached to the fuel line) from the clip holding it to the frame.
There are two push-pull clips attaching the filter to the fuel line. Push the flat part of the clip down. Then gently pull the clip away from the fuel line and it should hang loosely on the fuel line.
Yuo will need a fuel line disconnect tool. You can purchase them individually or in a set at any auto parts / supply store. You will need the 3/8" tool. Follow the instructions with the tool. Basically you place the tool on the fuel filter tube and push the flanged edge of the tool gently towards the fuel line. The edge will slide between the line and the tube. Pull the line from the filter. It may take a few tries to get it. Be prepared for a small amount of gas to dribble out.
Replace with new filter. Push the clips back into place, and reset the red button in your foot well by pushing it back down from the top with your finger. Start your engine. It will run rough for a few seconds.
That should do it.
