I was told by the dealer that the 2002 Dodge Neon does not have a servicable fuel filter.

You don't. The filter is integrated into the fuel pump module, located inside the fuel tank. To replace the filter, you must replace the entire fuel pump module. To replace that module, you must first either remove the fuel tank or the truck box.
The fuel filter is located above the inboard edge of the fuel tank.
