The fuel filter is inline near the passenger door. First buy a repair manual at the parts place. It will give you details on shutting off the fuel pressure(on the right passenger inside well under the lining) I had no trouble disconnecting the front clamp, but the back clamp requires a special Ford tool, costs a few dollars at any parts store. I haven't used mine yet, so a manual is a good idea, in case you have to disconnect the ground prior to turning off the fuel pressure switch, or I forgot something. The only thing the manual doesn't refer to is the special tool. The manuals are about $20. but a garage will charge over $60. to change you fuel filter.

It's at the back in front of the fuel tank. Just unplug the connectors and replace the filter.

On my 1989 E350 motorhome, I had a weak fuel pump near the fuel filter. I replaced that and the problem went away. The pump in the tank was fine.
