It is the ACC fuse

It is the ACC Fuse in your fuse box. It also runs the radio and digital clock. If both of those work, and just not the lighter, then you need to replace the lighter assembly. I got mine at Toyota dealer parts department for $45.98, part number 85500-28050.
It is not a fuse. It is a relay switch located in the same location as the fuses - it is next to the right fender if you are facing the front of the vehicle and looking under the hood. The fuse box is clearly labeled and any beginner can replace the relays because they are easy to plugin and unplug. On my 2000 Echo, I think fan blower relay #1 was out so I replaced the relay that was labeled as such. The underside of the fuse box cover clearly labels each relay in the fuse box.
The.fuel pump relay for the 2000 echo is under the hood next to the battery.Power goes from the battery to the fuse box under the hood and then to the pump which is under the back seat.The fuse box under the dash has nothing to do with it.
There is an access panel in the trunk. Its very easy to change the bulb.
Look at the back of the storage compartment near the drivers left knee, there is a removable panel there, fuses are behind it. ACC fuse is 15 amps.
Don't fix them, replace them. Its an easy job, see related link.
Pull the old one out and put a new one in its place. You may need a tool that is usually located in the fuse panel to remove the old fuse.
