Need to clarify what you are asking. The Horn Relay is inside the relay/fuse box behind the battery. The Horn Switch is located in the air bag in front of the steering wheel. You must replace the air bag module to replace the Horn Switch. The Horn switch grounds the relay which then powers the horns.
Next to the flux capaciter, in models 80-88 Ninety and up it's under the gas tank.
Typically, that problem would only be caused by a faulty horn relay or a damaged horn contact switch inside the steering column. A frayed wire that rubs on a metal part of the vehicle. Since the relay is the easiest part to test, remove the relay and replace it with a similar relay FOR TEST PURPOSES ONLY. If the horn works properly with a replacement relay, put the relay you used for testing back and purchase a new horn relay. If the test relay left the horn ON, you probably have a damaged horn contact switch, in which you will need to replace the faulty component.
The horn relay is in the "convenience center" which is located behind the instrument panel to the left of the steering column. It is NOT convenient to get to. Once you get to it the horn relay is a plug in unit.

That depends entirely on what's wrong with the horn. It could be a problem with the horn relay, in which case you simply replace the relay. (Under the hood, in the fuse/relay box next to the battery) It could be a problem with the horn itself, in which case you simply replace the horn. It could be a problem with the horn switch, which is a part of the steering wheel. If that's the case you'll need to replace the steering wheel or horn switch. It could be a problem with the horn wiring, in which case you'll need to track down the specific problem and repair it. Good luck.
According to my factory service manual the horn relay for a 1989 Chevy Celebrity is located in the "convenience center" which is behind the instrument panel on the left side of the steering wheel. To replace the relay one would simply pull out the old relay and plug in the new relay.
