The pump is located in the trunk behind the back seat. You will need to place some rags to collect the hydraulic fluid. Disconnect the lines and the mounting and replace the pump. Before you do all of that you need to check and be sure that you have power and a good ground to the pump.
According to the 2000 Ford Mustang Owner Guide : ( Motorcraft MERCON automatic transmission fluid is used for the convertible top )
The relay could be bad. Replace it. It's cheap. Also, try topping off the hydraulic fluid in the motor. Beyond that, the motor may be bad.

When replacing the alternator on a 2000 Chrysler Sebring convertible begin by removing the belt. Next, remove the wiring. Lastly, remove the retaining bolts. Reverse the process to install the new alternator.
remove the trunk floor and the battery is on the right next to the spare tire.
One per plug.
