you have to take the door panel off the inside first
need to know how to open the door from the outside of a previa 1992 to take off the panel
There's an excellent discussion of this problem at this thread: http://www.automotivehelper.com/topic203428.htm The quick answer is that you remove the inside handle and strap, pull off the vinyl cover and replace the handle. A new handle will cost you ~$70 at a Toyota dealer, but it's still much cheaper than paying that same dealer ~$400 to do it for you.

Which door handle? Though, I think they are all similar in that you must remove the plastic interior on the inside of the door first to get access to the inside of the door. You then unbolt the trim panel to remove it. I just replaced the rear handle on the Sienna and I know the rear works that way for certain. Removed the interior plastic panel (first had to unscrew and remove the two handles on the inside of the rear door, then the entire plastic panel just pulled right off). There were 3 bolts holding the exterior handle trim piece to the Sienna. Unbolted those and the trim popped off. Took me about 15 minutes to take the door apart, replace the handle and put all the pieces back together.

I believe on my 2002 Sienna the fuel filter is located inside the gas tank, and normal replacement cycle is a very, very long time. It is not intended to be replaced on any sort of short schedule.
Happened to me a few months ago. Remove the inside rear panel and pull the latch manually. Then you can unscrew the broken latch and replace it.
