They are not adjustable. They are bolted to the top radiator support with one bolt and another bolt towards the middle of the radiator support..
the relay is located on the left side of the steering wheel behind the diagnostic connector it is the middle on on the top row
if it is anything like my 2006 Hyundai accent then you have take take off the black trim around the stero.. there are about 6 places where you need to pry. the corners and the middle areas. kind of tough to get off but just keep pulling. you wont break anything. just pull hard. after that is off all you have to do is unscrew the srews

If your Hyundai accent has a boot you need to open the boot first and on the light housing you should fine two small discs about the size of a 10p coin. These discs have small slots in for you to fit a screw driver in and they should just slot out. Under the discs you will find two screws which you will need to undo, the light should then come of the window, you will then find a snap plug which just pulls apart and helps to remove the light out of the car.You will then need a thin blade of some sort to slot in the narrow seem that runs around the light housing and gentle prise the light apart, this will give you access to the bulb. When you put the light housings back together they will snap in place with small pins and then put the snap plug back together and re-screw on to the back window and replace the cover dics over where the screws go.
Found it! It's on the radiator smack in the middle, just look straight down when you pop the hood...It was easy to change too :)
