Unset the light bulb sockets from the fixtures in the bumper.
Drop the bumper with the 8 bolts holding it to the 2 car mounts from underneath.
Once the bumper is off, you see the bolts and screws for the plastic fillers my bolts look slightly yellow.
I'll let you know about the fronts next weekend but I'm pretty sure the the "L"s under the headlight only require one to remove the chrome frames around the lamps and those behind the bumper are accessible from under the car without the need for removal of the front bumper.
Liquid wrench is your friend.

get under the car and reach between bumper and radiator and slide the hook over and u can open the hood
if you're referring to that piece between the bumper and the body that always crumbles on old caddys, they're called "bumper fillers" or just "fillers"
there is 3 10 or llmm nuts on the back of the headlight assembly, then once that is removed there will be 4 torx screws that hold the headlight trim in place, once these are removed then bumper fillers can be installed.
Depends where the cable is broken. At very worst you must get under the front of the car behind the bumper reaching up to the hood latch and releasing it.
Unbolt it.

Get ready to work........... There are two Phillips screws set on either side of all the sockets for the tail/brake lights, and back up lights. These are all stuck, believe me. The ONLY way to access these and get them out is to remove the rear bumper of the car. Remove the plastic fillers between the body and the top of the rear bumper and unplug the harness that leads to the lights.There are two nuts inside the trunk, one on either side of the car at the top of the rear fender, and four bolts that hold the bumper to the frame. Get help to hold it as it comes down. Replace EVERY bulb while you have it down, you don't want to do this often !!!!
