Which relay?
There are several relays under the hood, in the electrical box adjacent to the battery. These are "plug in" relays for the horn, fuel pump.... Just pull out the old one and plug in the new one. Of course, you have to remove the cover. That may arguably be the most difficult part of the procedure, but even at that, it's quite simple.
The starter relay is attached to and an integral part of the starter.

If you have an S series it doesn't have a cabin vent filter. The L-series does in 01, but the S series never had a vent filter
It depends on which solenoid you're talking about. For the fuel pump, horn, AC... remove the cover from the fuse/relay box then the relay just pulls out and is easily replaced.
It is quite simple to replace the flasher relay switch on your 2001 Kia. The flasher relay switch simply plugs in and out.
The S series Saturn does not use a timing belt; all four cylinder Saturn's use a timing chain.
