you can buy the rubber, so you must be able to replace it, but they desperately want you to pony up for the entire wheel. it's not rocket science. i used a couple of small tire irons that i use to mount my motor scooter tires, lots of lube, a few damaged knuckles, and presto, new tread. Home Depot will tell you the rubber by itself does not exist. it exists, they just don't want to sell it. will have to buy the rubber online from one of several websites.
jack it up, remove the wheel nuts or if none a carter key under a rubber cap on axel,
plug it in and push the on button
