Hello, Timing Belts in general, should be replaced about every 80,000 Kilometres or 50,000 miles.
toyota recommends that timing belts be replaced at 60,000; however, 100,000 miles is fine. Replace at 100,000 miles as preventative maintenance. 4 cylinder 2002 Camry has a timing chain which does not have to be replaced.
This isn't something that most people can answer. You need to check the owner's manual or a car repair manual. Be sure that you are doing the job correctly because incorrect installation could lead to death or injury.
You do not have to re-time your belts to replace the starter.

4 cylinder Camry's mainly come with timing belts which should be changed around 100,000 miles, v6 Camry should have a timing chain
