You first must know if you have a Pitless Adaptor or just a Well Seal. You will need a couple of pipe wrenches and some way of holding the pipe while you take apart each joint. The joints unless you have Poly Pipe should be 21' lengths for galvanized pipe or 20 foot for PVC pipe. If you do have Poly Pipe, it will be all one piece with joints at either end only.
Be extremely careful not to drop it. If you drop it, you may never see it again.

Inspect the wiring and connection at the pump. You can replace (or swap with another) the fuel pump relay but it is not often for the relay to go bad. If all looks well replace the pump. If you get stuck on the road and you suspect the pump is not working, a well placed kick with your foot under the fuel tank in the location of the pump sometimes will get the pump going again. This is only to get you home.
It is in the gas tank . When you replace the fuel pump it is a good idea to replace the wiring harness as well-a lot of times they are faulty tou mind as well replace it since you have to drop the tank anyways.

you either drop your fuel tank. or remove your box from the frame to gain access to your fuel pump..always replace the filter alond the frame rail as well.
If the pump is submersible it sounds to me like there is impediments at the bottom of the well line. Time to replace...Pump. If not submesible themn the likely cause is the the impeller located on the pump housing. I hope this helps
