First open the trunk. Push back the felt trunk lining from along the back of the trunk to give you access to the rear of the tail lights. Disconnect the wires from each tail light at the appropriate wire clip. Then remove all plastic thumb screws from the bolts attaching the tail light. Gently push the tail light out. pull rubber gasket through the large hole with the wires.

If it is just the light bulbs that are the problem, simply push back the felt trunk lining, and grab the bulb assembly from the appropriate burned out bulb, and give a quarter turn counter-clockwise. The bulb housing should easily come out. Remove and replace the bulb. Insert bulb housing back into the tail light assembly and give a quarter turn clockwise until you feel it lock into place. Re-fit the felt trunk covering, and you're done. Very easy job.

Sometimes it has to be removed, sometimes you can loosen it on one side to be able to slip the belt past to remove and replace it.

1992 to 1997 should all be the same. The 1992-97 Mercury Grand Marquis should also be identical.

My leaks power steering fluid -- MOST of the time is it the hoses. Try replacing those first. You'll need a good mechanic with the proper tools to replace the pump. But I'd bet one of the hoses is rotted.
