Pull the timing chain cover, that typically involves removing the dampener pulley and the water pump.
Position the engine to TDC (that's when the two dots of the timing chain sprockets are pointing to each other) then remove the old sprockets, pulling the chain with them.
Put the new chain on new sprockets (don't mix a new chain with old sprockets) with the dots pointing toward each other and slide them on the crankshaft and camshaft respectively.
Bolt them down using a little locktite if that's to your liking.
Put the covers, water pump and pulley back...
and you're done.
A 1979 Chevrolet pickup does not have a timing belt, it has a timing chain. The chain will last the life of the engine and is normally replaced during an engine overhaul.
Check water pump and pump gasket.

some one put the wrong balancer on the crank. or put it on inside out...
remove the distributor cap. turn the motor by hand and watch the rotor on the distributor. once it moves turn the motor the other way. if rotor on distributor doesnt move amost imidiately after you start tuning motor by hand the chain has some stretch in it and most likely should be replaced. the motor will run noticably better with a good tight chain. if its a factory chain with nylon gears it is junk anyways. replace it with a quality metal geared set.
did u get no.1 piston up on compression stroke if not u may have timing off .could be valves r out of adjustment. does it backfire back thru carb.if so ur out of time
