If you are referring to the "turn signal, cruise control, wiper assembly switch" you will need to do the following. Disconnect Battery, Remove lower valance under steering wheel, disconnect wiring under steering wheel, ie air bag, and main connector to multi switch. Remove out trim ring around base of steering wheel, remove screws holding multi switch and un-thread wiring from steering column. Assemble all in the reverse.
under the top steering wheel cover is whats called the tun signal malfunction switch. that's what your looking for. its usually at the base of the turn signal operation arm(thing used to turn the signals on) or under the steering wheel on the steering column.

You may have a bad relay switch; the turn signal works thru the relay switch which is under the steering column; possibly in the dash
You will have to replace the switch that is under the top cover on the steering column, the steering wheel has to come off to get the cover off.
