The washer switch is part of the multiswitch which is on the left hand side of the steering column. To replace this switch you must replace the entire multiswitch. I'd be sure to check your fuses first. The washer pump fuse is a ten amp fuse which is in position 12 on the fuse panel located on the left hand side of the dashboard. This can only be seen with the driver's door open. As for the multiswitch. To replace it you have to remove the three Phillips screws on the bottom of the steering column. You can then remove the plastic collar which covers the column. The multiswitch is held on by two torx screws which sizes I cannot remember. you'll have to remove the wiring harnesses then repeat the procedure to install a new multiswitch.

The window washer pump should be located in the bottom of the washer reservoir for the 1998 Sable. The reservoir may have to be removed to replace it.

Do you mean "how do I replace washer line"? They are just rubber hose from the washer fluid container to the wipers. If you have a leak, you can get a plastic splice and put it in at the split to repair.
