In the 3.8, it's actually quite easy. Under the front left side of engine, and held on with 5 bolts. First remove rad tube, then undo the pulley. I left the serpentine in place loosely. -Now remove the 5 bolts, take out the old pump and and re-fit the new pump in place. I was able to have a helper pull on the belt tensioner while I slipped the pulley in place with serpentine around it and bolted it up. Took me a little less than an hour.

Where is the water pump???

Drain the water from your 1991 Dodge Caravan 3.3 liter engine cooling system. Remove the water return hose from your water pump. Remove the water pump belt. Remove the water pump retaining bolts. Reverse the process to install the new water pump.
The windshield washer pump on a Dodge Caravan is easily replaceable because it is accessible from the hood. The old pump should be removed and the new one connected in its place.
I paid about 200 last year- that was for parts and labor.
If you remove the right front plastic fender liner on the caravan, the water pump is lower right of the engine.
It is driven by the timing belt. You have to dissassmble the right side of the engine to change it.
I can get to it but how does one get it out?
It is on the bottom of the washer bottle.
