You don't.
It is not the responsibility of a collection agency to inform you of your rights under law and how to enforce them. CA's are in business to make money. They must follow certain rules and guidelines, and licensing and bonding requirements established by federal and state law. None of those obligate them to do for you, or on your behalf.
Search the internet for information about the Federal Trade Commission. There is a lot a data about Identity Theft, access to the laws (which you can print off for your own reference). Their site clearly details the steps you need to take to inform yourself and enfore your rights yourself. Good luck.
