You don't. Hackers are people who like to experiment with computers and systems.
It would be like reporting an electrician, because he wanted to see if he could make a grilled cheese with a soldering iron.
Crackers on the other hand are people who like to crack into systems for gain.
You can report "Crackers" to the FBI if you have solid evidence.
Don't contact the FBI if your system is acting weird, and you can't explain it.
You need to know what you are doing before you report anyone.

When you play A game press escape there is a option to report the hackers.
Save the replay and the hackers name, and send them to a forum mod or though their contact form on their website.
Well there are more hackers in lower ranked channels, because they all get banned. If you encounter a hacker, just vote to kick and report them but clicking on the exclaimation mark in the top right corner, or click report while ingame by pressing your ESC key and clicking on report. They should be banned within an hour of your report if they are actually hacking. But as I said, in higher ranked channels there are way less hackers because they all get banned when they are Trainees, Privates, and so on.
