Initially in a torrent if there are no active member the server, or person who initialized the torrent will wait until there are peers to download the file, upload the file to them, who in turn then become seeds.
Add the files where your torrent saves files and then it will reseed again.
You would need the original torrent file to reseed a torrent. Old torrent files may still be kept by your torrent client. There is no way to find the torrent file from the directory contents though. If you know which torrents you have downloaded, you can download the torrent files again and reseed that way. Or you can create new torrent files and submit these to torrent site. (note: most torrent sites only accept magnet links these days)

When you load a torrent file into a client and specify a path, the first thing the client will do is check for pre-existing data. If the torrents content is already in the path specified, it will seed the data without downloading again. However your client will be exceptionally picky about the content it will seed without redownloading, if a segment's checksum is not as expected your client will redownload that segment. So if you already have the data simply load the torrent into your client and specify the appropriate path.
