This is how i reset the light on my 1998 hiace. The dash has to be removed. One screw allows the plastic surround to be removed and then 4 Philips screws in each corner of the dash display need be removed. The dash can be pulled out a bit so you can now disconnect the 3 electrical connectors. The dash can now be removed but it is a tight squeeze with the steering wheel in the way. (It might be helpful to remove the casing around ignition also. There's two screws you access by turning the steering wheel.)
Look at the printed circuit part of the dash on it's rear. There is a section labeled 'T.Belt' or 'T.Belt light' or something like that. It's located near the middle at the bottom below the spedo connector. There are two holes close together with a screw in one of them.
You just take the screw out of the one it's in and screw it into the other one. Nearly as big a job as fitting the belt!
